Can non-Saudis own real estate in Saudi Arabia?
Yes. Non-Saudis may own real estate in Saudi Arabia, subject to the provisions of the Non-Saudi Real Estate Ownership Law, which defines the eligible categories, geographical zones, and ownership requirements applicable to each case. The law establishes a clear legal framework for property ownership and the acquisition of real property rights by non-Saudis through regulated procedures and integrated digital services that enhance transparency and support the development of the Saudi real estate sector. Who Is Eligible? According to the official guide issued by the Real Estate General Authority (REGA), the framework covers five main categories: Residents in Saudi Arabia Non-residents Citizens of GCC countries Foreign companies Non-profit entities Each category is subject to specific eligibility requirements and procedures in accordance with the law and its implementing regulations. Geographical Zones The framework introduces Geographical Zones to regulate where non-Saudis may own property or acquire real property rights. These zones include: Designated cities Special economic cities and zones Major national development projects Each zone has its own regulations regarding eligible locations, permitted real property rights, and any additional requirements. Special Rules for Certain Cities The law establishes additional regulations for certain locations, including Makkah and Madinah. Property ownership within the approved geographical zones in these cities is subject to specific requirements, including that the owner must be Muslim, in addition to meeting all applicable legal conditions. A Fully Digital Ownership Journey The ownership process is designed to be digital from start to finish. For example, non-residents are required to obtain a Digital Identity before initiating a property ownership request. Applications are then completed through the Saudi Properties Platform, followed by registration with the Real Estate Registry. The law also requires that all financial transactions related to property ownership or real property rights be conducted through approved electronic payment methods within Saudi Arabia. A More Transparent Real Estate Market The Non-Saudi Real Estate Ownership Law represents an important step toward a more transparent and well-regulated real estate market. By clearly defining eligibility, ownership procedures, and geographical zones, the framework provides greater clarity for investors and eligible buyers while supporting the continued development of Saudi Arabia's real estate sector.
